Through the Prime Minister’s Research Fellowship (PMRF) program, the government of India has led an initiative to transform research abilities in the nation. The scheme started in 2018 and provides monetary assistance to students who perform doctoral research in artificial intelligence, among other disciplines, including biotechnology, clean energy, and advanced manufacturing. The program offers a financial amount of ₹8.4–9.6 lakh annually to preserve talented scientists in India and develop national technology capabilities. The program has distributed 3,688 fellowships, and the first round supplied 368 students with research opportunities. The scheme manages to provide benefits to selected individuals yet faces issues regarding broad reach and acceptance because most of its recipients originate from top places like IITs and IISc and Direct Entry generates only 22.5% of fellowships.
Research fellowships operated by NSF-GRFP (USA), Vanier CGS (Canada), and DAAD ResearchGrants (Germany) pay stipends that exceed ₹31 lakh to ₹41 lakh, respectively. The programs establish strong industry and academic partnerships to give fellows additional post-study career services, yet PMRF does not currently offer this sort of support. Interdisciplinary research receives potent academic-industry collaboration support from the United States and Canada, yet PMRF suffers from weak industrial-academic partnership development.
